Arcanist is now live!

Hello!

The Arcanist is now a live class! Anyone can roll one up.

There are a few issues with the class but it should be very playable! We'll adjust as needed.
Note: There are no flavor texts for the help files or in combat. They will be put in soon.

A few important notes:
1. This is a HARD and COMPLEX class. It'll take some time to learn and play effectively.
2. Make sure you READ this page: http://tempestseason.com/manual/magic-arcanists/
3. And READ this page: http://tempestseason.com/manual/classes/arcanist/
These 2 pages will explain the class and how to play. If you feel something is missing, post it up in the feedback thread and we can update it.
